2018-11 ASC-AD Voting Package - 11/19/2018 - 1/7/2019

This is an administrative ballot seeking approval of a new policy/procedure document for the Accredited Standards Committee (ASC), the ANS Processing Manual (ASC03).

ASC03 governs the development of consensus for approval, revision, reaffirmation, and withdrawal of American National Standards (ANS). The policies and procedures included in ASC03 were previously incorporated into ASC01, at the request of the American National Standards Institute (ANSI) they are being separated into a stand-alone policy/procedure document and updated to reflect current ANSI policies and processes.

ASC03 is unique within X12’s policy and procedure library because it is based on ANSI’s policies and requirements, intended to stand-alone, and subject to ANSI audits which are simplified by use of ANSI’s preferred vocabulary.

X12C Purpose and Scope Statement

X12C is responsible for Standards, Guidelines, and Reference Models that govern technical components of the X12 EDI Standard and for other work products that apply across the industry specific subcommittees. X12C also develops and maintains interpretations, technical reports and guidelines related to its areas of responsibility.

X12C's scope includes the following responsibilities and activities:

  • Development and maintenance of the X12 EDI Standards, Guidelines, and Reference Models related to interchange and application control structures and syntax, control and management transaction sets, architecture, data security, service specifications and other associated technical issues (excludes X12.61 EDI Design Rules and Guidelines, X12.3 Data Element Dictionary, and X12.22 Segment Directory)
  • Development and maintenance of interpretations, technical reports and guidelines related to the technical components assigned to X12C
  • Providing technical liaisons to other organizations involved in similar activities

X12F Purpose and Scope Statement

X12F is responsible for the development and maintenance of components of the X12 EDI Standards related to the financial services industry's business activities. X12F also develops and maintains interpretations, technical reports and guidelines related to its areas of responsibility.

X12F's scope includes the following responsibilities and activities:

  • Development and maintenance of X12 EDI Standards including transaction sets, segments and elements related to financial e-business models
  • Development and maintenance of interpretations, technical reports and guidelines related to financial e-business models
  • Review of externally-developed work products which are related to the financial services industry's business activities for processing as official X12 products, including standards, guidelines or technical reports
  • Development and maintenance of e-business models related to financial service business activities including credit card processes, financial remittance delivery, invoice, and payment transactions
  • Development and maintenance of e-business models related to real estate and mortgage lending business activities
  • Development of payment systems architecture related to data security and data content management for financial standards

X12I Purpose and Scope Statement

X12I is responsible for the development and maintenance of components of the X12 EDI Standards related to the transportation industry's business activities, including air, marine, rail, and motor freight transportation and Customs, logistics and multi-modal activities. X12I also develops and maintains interpretations, technical reports and guidelines related to its areas of responsibility.

X12I's scope includes the following responsibilities and activities:

  • Development and maintenance of X12 EDI Standards including transaction sets, segments and elements related to the transportation industry's business activities
  • Development and maintenance of interpretations, technical reports and guidelines related to the transportation industry's business activities
  • Review of externally-developed work products which are related to the transportation industry's business activities for processing as official X12 products, including standards, guidelines or technical reports
  • Providing X12 technical liaisons to other organizations involved in activities related to the transportation industry
  • Promoting the use of X12 Standards and supporting work products across the transportation industry

X12J Purpose and Scope Statement

X12J is responsible for the technical integrity of Accredited Standards Committee (ASC) work products developed by the subcommittees.

X12J's scope includes the following responsibilities and activities:

  • Coordination of activities related to requests for revisions to the X12 EDI Standards and American National Standards
  • Verification that approved design rules, guidelines and syntax rules are adhered to in all subcommittee development and maintenance
  • Development and maintenance of X12.61 EDI Design Rules and Guidelines
  • Maintenance of X12.3 Data Element Dictionary and X12.22 Segment Directory
  • Development and maintenance of interpretations related to X12J work products
  • Review and approval of formal interpretations developed by other ASC subcommittees

X12M Purpose and Scope Statement

X12M is responsible for the development and maintenance of components of the X12 EDI Standards related to the supply chain industry's business activities, excluding transportation and finance, from sourcing to delivery. Supply Chain activities include Distribution Management, Inventory Management, Marketing Data Management, Materials Management, Procurement Management, Product Management, Production Planning Management, Sales, Data Management, Scheduling Management, Services Management, Sourcing Management, Trading Partner Management, and Warehouse Management. X12M also develops and maintains interpretations, technical reports and guidelines related to its areas of responsibility.

X12M's scope includes the following responsibilities and activities:

  • Development and maintenance of X12 EDI Standards including transaction sets, segments and elements related to supply chain business activities
  • Development and maintenance of interpretations, technical reports and guidelines related to the supply chain industry's business activities
  • Review of externally-developed work products which are related to supply chain business activities for processing as official X12 products, including standards, guidelines or technical reports
  • Providing X12 technical liaisons to other organizations involved in activities related to the supply chain industry
  • Promoting the use of X12 Standards and supporting work products across the supply chain industry

X12N Purpose and Scope Statement

X12N is responsible for the development and maintenance of components of the X12 EDI Standards related to the insurance industry's business activities, including those related to property insurance, casualty insurance, health care insurance, life insurance, annuity insurance, reinsurance, and pensions. Health insurance activities include those undertaken by commercial and government health care organizations. X12N also develops and maintains interpretations, technical reports and guidelines related to its areas of responsibility.

X12N's scope includes the following responsibilities and activities:

  • Development and maintenance of X12 EDI Standards including transaction sets, segments and elements related to insurance business activities
  • Development and maintenance of interpretations, technical reports and guidelines related to the insurance industry's business activities

ASC X12M Subcommittee Purpose & Scope Statement - 2/5 - 3/7 - Approved

In the Fall of 2015 an administrative member ballot was conducted seeking approval of ASC X12 Subcommittee Purpose & Scope Statements. Ballot comments returned during the voting period resulted in revisions to ASC X12M's proposed Purpose and Scope statement. This ballot is seeking approval of that revised statement.

Termination of the Government Subcommittee (X12G) - 1/21-2/22 - Approved

Several years ago, the Government Subcommittee (X12G) asked to be deactivated for a short period with the hope that the subcommittee could be reactivated at a later date. The Organization and Procedures Manual (OPM) limits the length of time a subcommittee can be deactivated to three years. As that period of time has passed and there are no active efforts to reactivate the subcommittee, the Steering Committee approved this ASC X12 membership ballot to terminate the Government Subcommittee (X12G).

Voting Instructions

Primary and Alternate Representatives of members eligible to vote on a ballot receive an email notification when a ballot is posted. The email message contains information about the ballot, a link to the voting tool, and login information. Each member is entitled to one vote. Either the Primary or an Alternate Representative may cast the member's vote and the vote can be changed at any point during the ballot period. There are restrictions related to changing a cast vote as follows:

  • the Primary Representative may change their own vote
  • an Alternate Representative may change their own vote
  • the Primary Representative may change a vote cast by an Alternate Representative
  • an Alternate Representative may not change a vote cast by the Primary Representative

More than one motion, or question, may be included on a single ballot. A representative should cast a separate vote for each item included on a ballot. Most ballots will include one or more links to the detailed information on which the ballot is based. Representatives should review the detailed information to ensure they are casting an informed vote.

Once a representative logs into the ballot tool, they are presented with the open ballot or a list of open ballots. This page also contains information about each ballot.The information displayed includes:

    This is a unique identifier assigned to each issued member ballot.

    This is the informative name of the ballot. To view the ballot information or cast your vote(s), click on the name of the ballot.

    This display the status of the member's vote on this ballot.

      indicates vote(s) have not yet been recorded for this ballot.
    • Not Eligible To Vote
      indicates that the member is entitled to vote on this particular ballot. This may be because a representative did not opt-in to the balloting pool (related to ANS votes only) or because the membership lapsed during the balloting period of the ballot.
    • Primary Vote Recorded
      indicates that the member's primary representative has cast a vote on the member's behalf.
    • Alternate Vote Recorded
